When is a Commercial Noise Assessment or Industrial Noise Assessment Required?

A commercial noise assessment or industrial noise assessment is commonly needed when:

  • A new commercial or industrial development is proposed close to residential or noise‑sensitive receptors and a noise impact assessment is requested for planning submission;
  • An existing site introduces new plant, machinery or operational processes;
  • A PPC Permit is being applied for, varied or maintained; or
  • A regulator or local authority requires a noise management plan as part of a planning consent or permit.

Baseline Noise Monitoring

We undertake attended or unattended commercial and industrial noise surveys in line with relevant standards and regulatory guidance to capture daytime and night‑time background noise levels, or existing noise emission levels from in‑situ plant or machinery. Background noise monitoring locations are selected to represent the nearest and most exposed sensitive receptors.

Assessment Against Relevant Standards

Assessments are undertaken using recognised guidance such as BS 4142 for evaluating industrial and commercial sound. Depending on the development type, we may also use additional planning or sector‑specific guidance requested by the local authority.

Where assessment is required for PPC Permitting, the Environment Agency (EA), Scottish Environment Protection Agency (SEPA) and Natural Resources Wales (NRW) each provide their own guidance depending on where the site is located.

For sites in Scotland, we include relevant national guidance such as PAN 1/2011 Planning and Noise and its accompanying Technical Advice Note: Assessment of Noise.

Noise Modelling and Predictions

We undertake calculations or acoustic modelling to predict operational noise levels, including:

  • Fixed plant noise;
  • Vehicle movements;
  • Loading and unloading activities; and
  • Outdoor operations.

Predicted noise levels are compared against baseline conditions and relevant criteria to understand potential impacts on nearby receptors.

Mitigation and Design Advice

Where mitigation is required, we provide proportionate and practical recommendations, including:

  • Acoustic barriers or screens;
  • Plant and equipment selection;
  • Operational measures;
  • Building orientation and layout; and
  • Enclosure or attenuation options.

All findings are summarised in a concise noise report suitable for planning or PPC Permitting.
